During World War II, the Home Guards — a Voluntary Citizens' Organization for local defence — was raised in the United Kingdom. In India, Home Guards were raised in Bombay in December 1946 to assist police in controlling civil disturbances and communal riots.
Later, this concept of a voluntary citizens force as auxiliary to the Police was extended across all Indian states for maintenance of law and order, crowd management during festivals, and meeting emergencies like floods and natural disasters.
In Trichy District, Home Guards serve as an indispensable auxiliary force supporting Tamil Nadu Police during major temple festivals (Srirangam Ranganathaswamy Temple, Samayapuram Mariamman Temple), VIP security deployments, traffic regulation, night patrols, and disaster relief operations.

Candidates must be, in the opinion of the Commissioner of Police / Superintendent of Police, suitable for appointment as a member of the Home Guard after verification of character and antecedents. That the period of re-appointment or extension shall be not more than three years on each occasion.
Any candidate who has completed 50 years of age shall be appointed or re-appointed as a member of the Home Guard only after obtaining the prior approval of the Director General of Police (DGP).
In pursuance of the provisions of sub-section (3) of Section 3 of the Act, every person appointed as a member of the Home Guard shall sign a declaration in Form 'B' and take the pledge prescribed therein. That no person shall be continued in service after completing 58 years of age.
Every person appointed as a member of the Home Guard shall receive a Certificate of Appointment in Form 'C' issued under the seal and signature of the Commissioner of Police or Superintendent of Police.
Statutory legal powers granted to active Home Guard members under Police Acts.
Home Guards personnel on duty enjoy the same powers of Police. The member of the Home Guards, when called out by an order under Section 6, shall have the same powers.
Privileges and Protection as an Officer of the Police appointed under the Madras City Police Act-1888 or the Madras District Police Act 1859 as the case may be.
No prosecution shall be initiated against any member of the Home Guards except with the previous sanction of the COPs / Superintendent of Police (SP).
Minimum qualification standards for candidates applying for voluntary enrollment.
Should have passed or failed SSLC / X Standard from a recognized board.
Must have completed 18 years of age and not completed 50 years of age at enrollment.
Applicant must be of good character and physically fit for active auxiliary duty.
Official Appointment Order has to be issued prior to the commencement of basic training.
The Chief Minister's Home Guards Medal for Gallantry & Meritorious Service is conferred annually on September 15th, marking the Birth Anniversary of Perarignar Anna.
Conferred on September 15th (Birth Anniversary of Dr. Anna).
Restricted to a maximum of 5 to 10 awards per year state-wide.
Minimum 7 years of unblemished service required for eligibility.
Accompanied by a state cash grant and official citation roll.
Instituted by the Government of India in October 1974 for exceptional gallantry and meritorious service rendered by Home Guards personnel across all States.
Announced twice a year on Republic Day (26th January) and Independence Day (15th August) by the Ministry of Home Affairs, New Delhi.

Area Commander AL Siraajuddin was honored for completing 10 continuous years of dedicated service as Area Commander of Trichy District Home Guards.
Under Area Commander AL Siraajuddin's own funding of Rs. 10.60 Lakhs, Home Guards adopted villages and established water supply, school furniture, and civic lighting infrastructure.
Statutory Framework, Powers, and Unique Leadership Hierarchy under Tamil Nadu Home Guards Act 1963.
An Act called, "Tamil Nadu Home Guards Act 1963" received its assent of His Excellency the President of India on 9th of March 1963 and came into force at once.

The Government of Tamil Nadu created ACG-in-Chief vide G.O. No. 1241 Dt. 26.09.2008 — a unique rank structure exclusive to Tamil Nadu State.
